Ms. Seipel joined Smith, Murdaugh, Little & Bonham, L.L.P. in October 2014 after working in the public law section of an international law firm based in Texas. Her practice includes the representation of municipal utility districts, drainage districts, regional wastewater facilities boards, and other political subdivisions in the State of Texas, both as general counsel and as bond counsel. Ms. Seipel advises clients on various public law matters including real estate, elections, property taxation, and regulatory compliance. Ms. Seipel also has significant experience representing clients in public law litigation and regulatory matters, with a particular focus on representing property owners and condemning authorities in condemnation proceedings and other land use disputes.

Education

Ms. Seipel received her Doctor of Jurisprudence in May 2010 from South Texas College of Law, where she served as a member of the South Texas Law Review and the Texas Journal of Business Law. She received her Bachelor of Arts in English, with honors, from the University of Texas in 2007.

Professional Affiliations

Ms. Seipel was admitted to the Texas Bar in 2010 and is a member of the Houston Bar Association, the National Association of Bond Lawyers, and the Association of Water Board Directors. She also serves on the Local Government Committee, the Government Affairs Committee, and the Special Task Force for the Association of Water Board Directors.

Community Service and Interests

Ms. Seipel is quite involved in her congregation at Memorial Drive United Methodist Church, where she teaches Sunday school. Her interests also include running, cooking, and interior design. Ms. Seipel and her husband have two children.

Representative Experience

Representing municipal utility districts, drainage districts, regional wastewater facilities boards, and other special purpose districts in regulatory, bond counsel, delinquent tax, and other matters, including:

  • Compliance with rules and regulations set forth by the Texas Commission on Environmental Quality and
    the Public Utilities Commission;
  • Compliance with the Texas Open Meetings Act;
  • Compliance with Chapters 49, 54, and 56 of the Water Code;
  • Enforcement of Chapter 31 of the Tax Code with regard to the collection of ad valorem taxes for districts;
  • Enforcement of rate orders, park rules, and similar policies adopted by districts; and
  • Adherence to the Texas Public Information Act.
  • Assisting in the representation of a city in the acquisition of easement rights for the construction of water pipelines that will span two counties.
  • Assisting in the representation of a city in the acquisition of easement rights for the construction of electric transmission lines and other utilities.
  • Assisting in the representation of a city in the acquiring of property for the expansion of its public works department.
  • Assisting in the representation of several water districts in eminent domain matters involving the acquisition of property for the construction of detention ponds, drainage swales, and other drainage facilities.
  • Assisted in the representation of a pipeline company in the acquisition of easement rights for the construction of a pipeline used to transport oil products.
  • Assisted in the representation of a regional water authority in the acquisition of easement rights for the construction of a water pipeline.
  • Assisted in the representation of major transit authorities in right-of-way acquisitions for the construction of light rail facilities.
  • Assisted in the representation of a municipal power agency in eminent domain matters involving the acquisition of right-of-way for the construction of a rail spur.
  • Assisted in the representation of a pipeline company in a condemnation action involving the acquisition of property for use in connection with the operation of a natural gas hub under the Natural Gas Act.
  • Assisted in the representation of a river authority in eminent domain matters involving the acquisition of easement rights for the construction of water transmission and distribution pipelines that will serve The Woodlands and Conroe, Texas.
  • Assisted in the representation of a consortium of transportation infrastructure developers in the acquisition of property rights for the development of the North Tarrant Express highway expansion project.
  • Assisted in the representation of a major transit authority in several inverse condemnation lawsuits involving easement rights for a drainage facility.
  • Assisted in the representation of a wind energy company in a condemnation matter involving the legislative mandate for alternative energy.
  • Assisting in the representation of a fresh water supply district in the condemnation of its property by the Texas Department of Transportation for the construction of Highway 290.
  • Assisting in the representation of several municipal utility districts in the potential condemnation of their property in connection with the proposed high speed rail.
  • Assisting the representation of a corporation in the condemnation of its property for the expansion of Highway 183 and the sale of its remainder property.
  • Assisting in the representation of a commercial shopping center in the condemnation of its property for the expansion of a thoroughfare in Conroe, Texas.

  • Assisted in the representation of a midstream gas processing company in a suit involving pipeline right-of-way infringement by a developer.
